How to approach the safety of children and parenting at a wedding reception?

I absolutely LOVE children, (although I don't have any of my own yet, but I operate a daycare). I am inviting lots of children to wedding and reception, but I'm a little concerned with the decor. I would like to have candles on the tables, as well as tall centerpieces-(meaning heavy and could fall over if the table linens are pulled on hard enough). I want everyone to be happy and safe, but I would like pretty decor-(also, this is relatively cheap decor, and smaller items would cost me more because I'm renting the centerpieces from a friend). Should I re-think the decor, have the dj remind the parents not to let the children pull on the linens, or take another route? I want everyone to be safe and happy, while still having a beautiful reception, and WITHOUT using fake candles.
*I will be providing coloring books and crayons, but little ones are most entertained with things that aren't really toys.

You're going to need quite a few "deputy hosts" scattered about the party throughout the festivities to remind parents to maintain control of their children. "Please keep an eye on Jeremy. Third warning is "Thank you for coming, but I'm afraid you'll have to take poor little Jeremy home -- he's just too tired to handle all this excitement. Here, take a big piece of cake with you. Bye."

Alternatively, you need an enclosed "child friendly" area where parents can leave their children to someone else's supervision while they (the parents) enjoy dancing and conversing with other guests.
