If Jesus did away with the having a high preist offer your prayers, why is James recorded as still doing it?

"In describing James' ascetic lifestyle, Jerome, De Viris Illustribus, quotes Hegesippus' account of James from the fifth book of Hegesippus' lost Commentaries:
After the apostles, James the brother of the Lord surnamed the Just was made head of the Church at Jerusalem. Many indeed are called James. This one was holy from his mother's womb. He drank neither wine nor strong drink, ate no flesh, never shaved or anointed himself with ointment or bathed. He alone had the privilege of entering the Holy of Holies, since indeed he did not use woolen vestments but linen and went alone into the temple and prayed in behalf of the people, insomuch that his knees were reputed to have acquired the hardness of camels' knees"
So if Jesus did away with all this, why did James continue to do it?
Sounds like Hegesippus might have had an agenda.
Since Jesus and his brother James were of the tribe of Judah, and not the tribe of Levi, either one would have been forbidden to enter the Holy of Holies, anyway.
There also is no scriptural authority or reference for one guy being made "head of the church" at any time. Jesus has always been considered the head of the church, and any elders appointed are not really in a position of leadership, but of guidance and service. Hierarchical authority in the church didn't come about until Constantine's "reforms" after Nicaea, and asceticism has always been forbidden by New Testament scripture.
Could be a legend, could be someone doing "factbacks" in order to support a pet theory or authority play, who knows.
