Patience is wearing thin with ceremony/reception venues?

I really would like to have an evening wedding, starting at 5 and lasting roughly four hours. I'm having an extremely difficult time securing a location. My wedding isn't for 13 months but it doesn't matter how long I have because places fill up and deposits are expected immediately to save the date... and I just don't have the money! Our TOTAL budget is 8k and one venue wants $6,500 for the ceremony, minister, bridal cottage, coordinator, four-hour reception, set-up, clean-up, brides cake, grooms cake, tables, chairs, linens, centerpieces, and DJ for 100 guests. This doesn't include dinner! And we still have to buy flowers, and my dress, and our rings... etc. This is VERY similar to other places I've looked and it really makes me HATE Houston!
The wedding is October, it could get cold an possibly rain. I'm not pushing my luck. Houston is NOT predictable!

$6,500.00 is a rip off. I hate Houston too.
